Whereas, the Directorate had issued DGS Order No. 4 of 2008 prescribing
standards for construction, Safe Operation, Manning and Certification of
River-sea Vessels (RSVs), which are exclusively engaged on trade within
the Indian territorial waters.
Whereas, the industry has now brought out certain inconsistencies
in the manning that is prescribed for River-sea Vessels in the
aforementioned notification, which has resulted in some cases, higher
manning cost as compared to Merchant Shipping Vessels, which are manned as
per the relevant M. S. Rules.
Whereas, a comprehensive review of RSV notification is presently
underway and a revised notification for River-sea Vessels is expected to
be issued shortly.
Now, therefore, as an interim measure, the Director General of
Shipping hereby orders that the owners of the River-sea Vessels, at their
discretion, may provide manning as prescribed under the aforementioned RSV
notification (DGS Order No. 4 of 2008),
or alternatively, provide the safe manning as prescribed under the
relevant M.S. Rules /Notices / Circulars issued on the subject, which are
applicable to M S vessels of similar size, area of operation and engine KW
power.
It may however be ensured that, in all the cases, the Master shall
make an entry in the official logbook, clearly stating the actual
provision of manning onboard the vessel and the relevant rules under which
the manning scale has been derived, for the purpose of verification by any
authorised person.
