Whereas it is noted
that the "Continuous Discharge Certificate" (CDC), is presently being
issued in the format prescribed under Rule (2) of Merchant Shipping
(Continuous Discharge Certificate-cum-Seafarer's Identity Document) Rules
2001, as amended;
And whereas it has come to the notice of the Directorate
that cases of fake CDCs which have surfaced in the recent past had been
reported highlighting inter-alia the facts that the existing CDC booklet
form is susceptible to misuse by unscrupulous persons as its security
features are inadequate;
Whereas, after taking into consideration of all the above
aspects, this Directorate has felt it desirable to develop a modified CDC
booklet form incorporating multiple security features in it;
And whereas in the process of developing such a new CDC
booklet with additional features to make it far less susceptible to
tampering and misuse, it has become necessary to reorder the information
requirements in the CDC in partial modification of the format prescribed
in Rule 6(2) of the M.S. (CDC) Rules, 2001.
Now therefore, the Director General of Shipping &
Ex-officio Additional Secretary to the Govt. of India, in exercise of
powers under Section 456 of Merchant Shipping Act, 1958 is pleased to make
certain partial modification of Form 1 (Rule 6(2) of the M.S. (CDC) Rules,
2001) and direct that-
(a) The new CDCs are to be issued to
all fresh CDC applicants w.e.f. 1.7.2009.
(b) Seafarers already holding the
CDC are advised to replace the same with new CDC. Procedure and time
schedule for replacement of old CDC will be prescribed separately.
(c) Rs.1000/- shall be charged as
fee for the issue of new CDC as replacement.
(e) Separate proposal has been sent
to Ministry of Shipping to notify amended CDC format.
