Sub: Centralization of issuance of CDCs at the office of Shipping Master, Mumbai | |

1. Background Government of India has initiated E-Governance programme to accelerate the facilitation of Govt. services by using Information Technology. Accordingly, this Directorate, under e-governance programme, has made provisions for quicker processing and delivery of services. A web-site of the Directorate has been in operation for some time for dissemination of public information and interactive modules under e-governance are also been set up. 2. It has been the endeavor of this Directorate to bring-in, all the functions which require issuance of any trade licenses, CoC or CDCs etc. under the e-governance system so that, among other benefits, human interaction is reduced & transparency in functioning is improved. 3. Existing procedure for submission of application for CDC. 3.1 Presently, the CDCs are being issued to an applicant, who submits his application along with requisite documents, through post, to the offices of the Shipping Masters (SM), Mumbai, Chennai and Kolkata. Their applications are processed at the respective offices of SM and CDCs are forwarded to eligible candidates by post. 3.2 In the office of SM, Mumbai, CDCs applications for candidates under going pre-sea training, are processed through training Institutes which submit their applications “on line” and forwards supporting document by post. Applications received "on line" are processed and CDCs for all eligible candidates are forwarded to respective training Institute batch wise for further delivery to candidates on successful completion of their pre-sea training. Whereas, "on line" submission of applications by training Institutes is not functional as yet at the office of SM, Kolkata and Chennai, where all CDCs applications are received by post only. 4. Now, therefore, considering the need to move to a computerized system & to utilize its benefits for good governance, it is decided, in exercise of powers conferred by Clause (1) of Section 456 of Merchant Shipping Act, 1958 on the Central Government, read with notification issued by Government of India vide S.O. No. 3144 dated 17th December, 1960 and the powers delegated thereby, the Director General of Shipping & ex-Officio Additional Secretary to the Govt. of India, hereby issues directives that all applications for issuance of CDCs, including those from training Institutes, be forwarded to one common office, namely the office of Shipping Master, Mumbai and that this office shall process the applications and issue CDCs to all eligible persons across India. Therefore, no applications for CDCs would be, forthwith, received by office of Shipping Master, Kolkata & Chennai and none may be sent there. 6. The above centralized
system will be effective from 01st April, 2008 and office of
Shipping Master, Kolkata & Chennai are to be ensure that all pending cases
of issuance of CDCs are positively disposed off latest by 31st March,
2008. All applications received by post after this date shall be forwarded
to Shipping Master, Mumbai for action. |
