Sub:  Temporary suspension of issuance of CDC under category of "Purser/
         Ship's clerk" -- reg.



          The Director General of Shipping, having received reports from the Police that fake CDCs for the category of "Purser/Ship's clerk", were recovered during one of their recent raid in the city of Mumbai, and that the fake CDCs appeared to have been issued under the bogus seal and signature of SM, Kolkata;

2.         Having conducted an internal audit & inquiry into the procedures followed by the SM office Kolkata; and

3.         Being aware and concerned that issue of fake Indian CDCs should not bring disrepute to the Indian Flag Administration and jeopardize the employment opportunities for Indian Seafarers working the world over;

4.         Taking into account the fact that the need for issuance of CDC in the category of "Purser/Ship's clerk" is extremely low; that position of "Purser/Ship's clerk" on board a Merchant ship is not mandatory; and that only a negligible number of foreign ships actually employ a Purser/ship's clerk. 

5.         Now, therefore, in exercise of powers conferred by clause (1) of section 456 of M.S. Act, 1958, read with notification issued by Govt. of India, vide S.O. No. 3144 dated 17th December, 1960 and the powers delegated thereby, the Director General of Shipping & ex-Officio Additional Secretary to the Govt. of India, hereby directs that with effect from date of issue of this order, issuance of CDC in the category of Purser/Ship's clerk be temporarily suspended until further orders.
