Sub: Clarification on the criteria for issuance of CDC under the category of Purser/Ship's Clerk reg.


    
    Rule No. 4(3)(iv) of M.S. (CDC) Rules, 2001 stipulates following criteria for issuance of CDC under the category of 'Purse'.

"Educational Qualifications for Purser / Ship’s Clerk : A graduate with knowledge of accountancy and computer operation".

2.       The said criteria is rather loosely worded in so far as that it has not explicitly stated (a) an applicant must have Graduation degree in Accountancy (b)what exact qualification should the applicant possesses in computer operation and (c) whether the experience of accountancy and computer operation should be from a Govt. recognized institution / organization.
 

3.       During a recent audit of the offices of Shipping Masters, it was revealed that over 1500 CDCs have been issued during the year 2005-2007 under the category of 'Purse'’.  Issuance of such large number of CDCs under this category clearly defies logic especially when the category of 'Purser' on merchant ships the world over, has been restricted mostly to passenger ships.  It has also been observed that the Issuance of CDCs under the category of ‘Purser’, is not being implemented uniformally by offices of various Shipping Masters on account of the loosely worded criteria.  Therefore, there is a need to clarify the said criteria.
 

4.       Accordingly, following clarification may kindly be noted for issuance of CDCs under the category of 'Purser'.
 

(i)       Educational Qualification :

(a)  Graduate degree with Accountancy as one subject, duly recognized by a Govt. approved University.

(b)       Govt. / University approved Diploma in computer / software application

 

(ii)      Experience :   

 

(a)   One year experience in a capacity where accountancy is a direct function of the job competency, wherein this experience was obtained from a company or a partnership firm whose turnover is at least   Rs. 50 lakhs per year.

 

(b)  Applicant should also submit an appointment letter or an offer of appointment from a shipping company for a job onboard ship as a ‘Purser’ or ‘Ship’s Clerk’.

 

Noting that DGS Order No. 1 of 2008 has temporarily discontinued issuance of CDC under the category of 'Purser', the aforesaid clarification for the criteria for issuance of CDC is to be applied for disposing off all pending cases of applications received under the category of 'Purser' till 27.02.2008.

 

5.       This issues with the approval of the Director General of Shipping & ex-Officio Additional Secretary to the Govt. of India.
