It has been brought to the notice of this Directorate by the representatives of the Shipping Industry that the Second Officers/Marine Engineer Class IV officers have to wait for receipt of their Certificate of Competencies (COCs) from the Mercantile Marine Departments (MMDs) before applying for Continuous Discharge Certficate(CDCs). It was also brought out that many of the Second Officers/MEOs Class IV are already in possession of CDCs as Cadet/TMEs but the Shipping Master's had entered endorsement on their CDCs, restricting their validity to the period of the indenture. In this connection, it is relevant to reiterate that as per Merchant Shipping (CDC) Rules 2001, issuance of CDCs to Cadets/TMEs/Trainee Radio Officers eligible for CDCs are not to be linked with the execution of an indenture and validity period of CDCs are not to be restricted in any manner. 2. All Shipping Masters are hereby directed to cancel all such endorsements on CDCs restricting their validity, so that the CDCs issued as per 1993 CDC Rules are valid for a period of five years and CDCs issued under 2001 CDC Rules are valid for a period of ten years. This order applies in all cases where restricted CDCs have been issued in the past to Trainee Officers and they are presently eligible for CDCs as Certificated Officers. 3. Further, CDCs may be issued in the category of Deck Cadets, Trainee Marine Engineers and Radio Officers based on submission of any document to the effect that they are bona fide candidates for Certificate of Competency examination by Mercantile Marine Departments/Proforma "B" issued by the DG Shipping and or submission of a document proving execution of indenture before the Shipping Master.
