The Government Shipping Office at Mumbai, Kolkata and Chennai are established under Section 11 of MS Act 1958 are responsible for monitoring the engagement and discharge of seafarers, treatment and welfare of distressed seamen, settlement of disputes between the seafarers and their employers, issue of continuous discharge certificates (CDC) under MS (CDC) Rules, registration of indenture of cadets engaged by shipping companies, issue of inward/outward clearance to ships calling at the respective ports, conduct of enquiries into death onboard ships etc. The Govt. Shipping Office is headed by the Shipping Master who is supported by Dy. Shipping Master, Asstt. Shipping Master, and other supporting staff. The Shipping Office functions under the direct administrative control of the respective MMD Head Quarters. GOVERNMENT SHIPPING OFFICE, MUMBAI

is no full fledged Shipping Office at Chennai as those at Mumbai
and Kolkata, but the functions of the Shipping Office involving
the engagement and discharge of Officers and Crew and Issuance
of CDC etc. are being carried out by the Seamen's Welfare Officer,
Chennai as additional duties.
